Philemon is a member of the National Task Force for the development of the Education for Sustainable Development Policy for Uganda and a member of the International Network (IN) of Teacher Education Institutions associated with the UNESCO Chair on Reorienting Teacher Education to Address Sustainability, representing Makerere University. He is a PhD Fellow- in Environmental Management. Philemon holds a master’s degree in development management from Agder University, Norway, specializing in environment, development, and management. He is a seasoned lecturer at Makerere University, College of Education and External Studies since 2004, and has worked with the NEMA as the Senior Environment Education Officer.
